All the interested Contractors / firms / parties / suppliers / Manufacturers / Sole Distributors meeting eligibility criteria, viz. having registration with Federal Board of Revenue (FBR) for Income Tax, Sales Tax in case of procurement of goods, registration with the Sindh Revenue Board in case of procurement of works and services and registration with Pakistan Engineering Council as the case may be and are not black listed in any procuring agency or authority, are invited to participate in sealed percentage / item rate tender for the following works:

The terms and conditions are given as under:-

01.    The tender documents can be had from office of the Deputy Director (Procurement) or can be downloaded from SPPRA website i.e. www.pprasindh.gov.pk and University website www.muet.edu.pk/tenders-notices on the payment noted above (non-refundable) on any working day except the day of opening of tenders. The sealed tender on prescribed proforma alongwith 5% earnest money of total bid in the form of Pay Order in favour of the Deputy Director (Procurement) for Sr. No. 1 by 23-08-2016 upto 10.30 (A.M) and same will be opened on the same day @ 11.00 (A.M), for Sr. No. 2 by 23-08-2016 upto 11.00 (A.M) and same will be opened on the same day @ 11.30 (A.M) and for Sr. No. 3 by 23-08-2016 upto 11.30 (A.M) and same will be opened on the same day @ 12.00 (Noon) in respective office, in presence of the Contractors / Suppliers / representatives, who so ever will be present at that time. In case of any unforeseen situation resulting in closure of office on the date of opening or if Government declares Holiday the tender shall be submitted / opened on the next working day at the same time & venue. Any Conditional or un-accompanied of the earnest money, tender will not be considered in the competition.

02.       The Method of Procurement is Single Stage - One Envelope Procedure for the work mentioned at Sr. No. 1 and Single Stage – Two Envelope Procedure for Sr. No. 2 & 3.

03.       The vender shall have to give brief demo for Video Conferencing Equipment at the time of opening of Technical Proposals for Sr. No. 2.

04.       The Bidders should have atleast 03 years successful experience of same service of any university or large organization.

05.       The Bidders should register with tax paying agency which would be verified by concerned agencies.

06.       The Bidders should have atleast Rs. 2,000,000.00 annual turnover which would be verified by bank statement.

07.       A Corporate Certificate / Competency Certificate of the Manufacturers regarding installation, testing, commissioning & training of equipment be attached.

 

For the work mentioned at Sr. No. 3:

a.     Bidder must be an authorized business partner for the proposed Hardware in Pakistan.

b.     The vender shall have to give brief demo for Time Attendance System at the time of opening of Technical Proposals for Sr. No. 3.

c.     All equipment for the project will be delivered new, in packed condition directly to the ICPC, MUET, if equipment delivered is not conforming to the specifications and bill of quantity, the equipment will not be accepted. The equipment will be installed only after inspection.

d.     The Bidder must have professional / Technical Human resources of the Proposed solution, to carry out the project professionally (Bidders are requested to attach the list of their professionals along with their Professional certifications).

e.     Principal must have local warehouses Local hardware/parts center, mentioning valid address  in Pakistan for sparing, (To support the Hardware Replacement timely)

f.      Any query regarding the technical specifications / requirements in RFP may made before the tender submission, through email To: [email protected] keeping all of the following in C.C: [email protected] ; [email protected];

g.     Incomplete and ambiguous (not describing the required specifications clearly and completely) solutions may / may not be considered for the bidding process. 

h.     Data Sheet for all the quoted equipments must be attached.

i.      The rates in the quotation should be valid for at least 90 days.

j.      No increase in the value of items will be accepted on account of either unit price, total price, any or all other charges, duties, taxes, scope of supply.

k.     Evidence should be provided wherever applicable.

l.      The rates should include Income Tax @ 4.5%, GST 17%, transportation, installation and other charges (if any/applicable).

m.    The Procuring Agency reserves the rights to allocate the Tender on Trunkey basis or item wise.

n.     Additional cost of per year Warrantee must be mentioned may be extended for 5 years. (Optional for each year). 

 

The Procuring Agency reserves the right to reject any or all bids subject to relevant provisions of SPP Rules, 2010 and may cancel the bidding process at any time prior to the acceptance of a bid or proposal under Rule-25” of said Rules.
