REQUEST FOR PROPOSAL

 

Appointment of Lead Auditors for ISO-9000 QMS Certification for Mehran University of Engineering and Technology, Jamshoro and MUET SZAB Campus, Khairpur Mir’s.

(Re-invited)

 

  1. Mehran University of Engineering & Technology, Jamshoro invites sealed bids with active tax payers from internationally recognized firms / Multinational companies registered with SRB / FBR (where applicable) for the RFP “Appointment of Lead Auditors for ISO-9000 QMS Certification for Mehran University of Engineering and Technology, Jamshoro and MUET SZAB Campus, Khairpur Mir’s”.

 

(i)Scope:

  1. These terms of reference address the requirement for the contract specified number of man days required to conduct audit and the cost associated with the visits for the Mehran University of Engineering & Technology main campus Jamshoro with Eighteen Academic Departments and Thirty Directorates & Sections and SZAB Campus at Khairpur Mir’s with six Academic Departments and Elven Directorates / Sections separately.
  1. Audit term for all entities described in No. 1 will be for the year each ending from 1st January to 31st December.
  2. The firm / company should meet following minimum criteria to qualify for tender. Please provide documented evidence to prove the criteria.
    • The firm / company should have an international / multinational Exposure,
    • The firm / company should have a registered office in Pakistan,
    • The firm / company should have a valid registration with FBR & Sales Tax (as applicable)
    • The firm / company should have permanently employed at least three IRCA (International Registered Certified Auditors) Registered Lead Auditors,
    • The company should have on its panel auditors with Engineering background and experience of auditing at least three public sector (Government) Engineering universities,
    • The firm / company possess 15 years or more experience in providing auditing & certifying services to Higher Education Institutes (HEIs) for ISO-9000 QMS. An experience of the firm for providing services of developing QMS will be preferred.
    • The firm / company should have accreditation with international accreditors,
    • The certification of firm / company could be present internationally,
    • Preference would be given to those with an ability to certify both ISO 21001:2018 Education Organization Management System and ISO 9001:2015 QMS.
  • The Selection of Lead Auditors shall be made on “Least Cost Selection Method” as per Rule-72(1), of SPP Rule, 2010 (Amended 2019)
  1. Estimate Cost: Rs. 1.631 million.
  1. Agreement Period: Three (03) years with the approval of the Competent Forums of University.
  1. Eligibility: The lead auditor must be completely impartial and independent from all aspects of management or financial interests in the entity being audited. The lead auditor should not, during the period covered by the audit nor during the undertaking of the audit, be employed by, serve as director for, or have any financial or close business relationships with any senior participant in the management of the University. The lead auditor should disclose any relationship that might possibly compromise his/her independence.

The lead auditor should be experienced in applying either ISO-9001:2015 standards, whichever is applicable for the audit. The firm / company must employ adequate staff with appropriate professional qualifications and suitable experience with ISO-9001:2015 standards, including experience in auditing & certifying services to Higher Education Institutes (HEIs) for ISO-9000 QMS.

Audit firm / company must provide appropriate information regarding their partners who would be responsible for signing the opinion, together with manager and lead audit supervisors to indicating capability and capacity to undertake the audit and experience in ISO-9001:2015 standards.

  1. Date of issuance: 10-03-2022 to 28-03-2022
  1. Dead line of Submissions: on or before 29-03-2022
  1. Required Documents: It must include following details / documents and will be evaluated as per criteria mentioned in the RFP.

6.Evaluation Criteria:

  1. Applications with required documents attached shall be evaluated as per given criteria.
  2. Applications of black listed firms shall not be considered;
  3. Procuring agency shall disqualify the applicant if, at any stage, it finds that the information submitted for qualification was either significantly inaccurate or incomplete.

RFP can be obtained at the cost of Rs. 2000/- from the Office of Deputy Director (Procurement), MUET, Jamshoro or can be downloaded from SPPRA website i.e. https://ppms.pprasindh.gov.pk/ PPMS/ and University website www.muet.edu.pk/tenders-notices on the payment noted above (non-refundable) on any working day except the day of opening of tenders. The RFP Document fee shall be deposited in favor of “The Deputy Director (Procurement), MUET, Jamshoro”. Sealed bids should be dropped in Tender Box placed in the Office of Deputy Director (Procurement), MUET, Jamshoro, on 29-03-2022 upto 11:30 a.m. and will be opened on same date & venue at 12:00 Noon. in the presence of the bidders representatives who may wish to attend. In case of holiday the tender shall be opened / received on the next working day at same place and time. Bid Security of 5% of total cost in form of Pay Order or Demand Draft in favor of Deputy Director (Procurement) alongwith the Tender / RFP Documents have to be submitted.

 

The Procuring Agency reserves the right to reject any or all bids subject to relevant provisions of SPP Rule, 2010 (Amended 2019) and may cancel the bidding process at any time prior to the acceptance of a bid or proposal under Rule-25” of said Rules.
